CHAPTER 1. THE STATUS OF THE PRESIDENT OF THE REPUBLIC OF VESTINA

Article 1. The President of the Republic to lead on
1. The President of the Republic of Vestina is the head of state, its highest official, who determines the main directions of the internal and foreign policy of the state and represents the Republic of Vestina within the country and in international relations;
2. The President of the Republic of Vestina is a symbol and guarantor of the unity of the people and state power, the inviolability of the Constitution, human and civil rights and freedoms;
3. The President ensures the coordinated functioning of all branches of government and responsibility;
4. The President has the right to speak on behalf of the people and the state;
5. The President his honor and dignity are inviolable. Encroachment on the honor and dignity of the President is prosecuted by law.

Article 2. Election of the President of the Republic of Vestina​
1. The election of the President of the Island shall be carried out in accordance with the constitutional law;
2. Early elections of the President are carried out in the following cases:
- the death of the current head of state;
- the voluntary resignation of the current President;
- removal from office of the acting President for violations of the law and commission of crimes.

Article 3. Inauguration of the President of the Republic of Vestina
1. The President of the Republic of Vestina takes office from the moment of taking the following oath to the people: "I solemnly swear to faithfully serve the people of the Republic of Vestina, strictly follow the Constitution and laws of the Republic of Vestina, guarantee the rights and freedoms of citizens, faithfully fulfill the high duties assigned to me by the President of the Republic of Vestina. I pledge to honor the culture and traditions of our people, remember history, and respect the state language." The text of the oath is pronounced by the President in the state and official languages;
2. The oath is taken on the second Wednesday of the month following the election.
If the President is elected in the early elections provided for in the article, the oath is taken within a month from the date of publication of the election results. In these cases, the day of taking the oath is determined by the Central Election Committee of the Republic of Vestina;
The oath is taken in a solemn atmosphere in the presence of members of Parliament, judges of the Supreme Court.
3. The President of the Republic of Vestina swears by the Constitution. After taking the oath, the National Anthem of the Republic of the Vestina is performed. The Tsar is presented with a certificate and the Flag of the Republic of Vestina by the Chairman of the Central Election Committee.

Article 4. The term of office of the President of the Republic to lead on
1. The President of the Republic of Vestina is elected for a term of five years.
1-1 The powers of the President of the Republic of Vestina, who was elected in early elections, are exercised until the President , who was elected in regular elections, takes office, which must be held five years after the early elections on the third Sunday of December;
2. The powers of the President of the Republic of Vestina shall not cease from the moment the newly elected President takes office, as well as in the event of early release or dismissal of the President from office, or his death.

Article 5. Insignia of the President of the Republic of Vestina
1. The President of the Republic of Vestina has a badge of distinction – the standard of the President ;
2. The description of the standard and the procedure for its official use shall be determined by the President of the Republic of Vestina;

CHAPTER 2. POWERS OF THE PRESIDENT OF THE REPUBLIC OF THE VESTINA
Article 6. Foreign policy powers of the Vestina of the Republic of Vestina
1. The President of the Republic of Vestina:
- Negotiates and signs international treaties of the Republic of Vestina;
- issues the authority to negotiate and sign interstate agreements of the Republic;
- signs the instruments of ratification;
- decides on the suspension of the validity of international treaties concluded by the Republic that are not subject to ratification;
- submits to Parliament a proposal on the denunciation of international treaties concluded by the Republic.
2. The President of the Republic of Vestina appoints and recalls the heads of diplomatic missions of Vestina.
3. The President of the Vestina accepts credentials and letters of recall from diplomatic and other representatives of foreign states accredited to him.

Article 7. The powers of the President of the Republic of Vestina in the field of ensuring the defense capability and security of the state
1. The President of the Republic of Vestina is the Commander-in-Chief of the armed forces of the Republic of Vestina.
2. The President of the Republic of Vestina appoints and dismisses the highest command staff of the Armed Forces.
3. In the event of a threat to the independence, sovereignty, territorial integrity of the Republic of Vestina, the security of its citizens - decides on the imposition of a state of emergency or martial law on the territory of the country or its individual parts, as well as the use of Armed Forces, declares full or partial mobilization.
4. Approves the Military Doctrine of the Republic of Vestina.
5. Decides on the conscription of citizens of the Republic of the Vestina for military service and the discharge of conscripts into the reserve.

Article 8. Interaction of the President of the Republic of Vestina with the Parliament and the Government
The President of the Republic of Vestina:
1. Appoints regular and early parliamentary elections;
2. Nominates a candidate for the post of Chairman of the Parliament;
3. Signs the law submitted by the Parliament within one month, promulgates the law or returns the law or its individual articles for reconsideration and voting;
4. Has the right to attend any meetings of the Parliament and be listened to;
5. Parliament may be dissolved in accordance with the procedure provided for by the Constitution.;
6. With the consent of the Parliament, appoints the Most Important Governor of the Republic and dismisses him from office;
7. On the proposal of the Most Important Governor, submitted within six days after his appointment, determines the structure of the Government;
8. Independently appoints governors of foreign affairs, defense, and internal affairs; dismisses members of the Government;
9. Regularly hears the report of the Most Important Governor on the main activities of the Government and on all its most important decisions, during which the Most important Governor reports on the work of the Government;
10. Coordinates and signs government programs;
11. If necessary, preside over Government meetings on particularly important issues;
12. Decides on the resignation announced by the Government and any of its members; the relevant decision is made within ten days after the submission of the resignation letter;
13. Has the right, on its own initiative, to decide on the termination of the powers of the Government, the dismissal of the Most Important Governor and any member of the Government;
14. Gives instructions to the Government of the Republic.

Article 9. Interaction of the President of the Republic of Vestina and the judiciary
The President of the Republic of Vestina:
1. Based on the recommendation of the Main Judicial Committee, it submits to Parliament for election and dismissal of the Chairman and judges of the Supreme Court of the Republic.
2. On the recommendation of the Main Judicial Committee, appoints and dismisses the chairmen and judges of local and other courts;

Article 10. Interaction of the President of the Republic of Vestina and the Prosecutor's Office
The President of the Republic of Vestina:
1. With the consent of Parliament, appoints the Prosecutor General of the Republic of the Vestina for a period of six years; dismisses him from office.
2. At least once every two months, hears the report of the Prosecutor General on the state of legality in the country.

Article 11. Interaction of the President of the Republic of Vestina and the Central Election Committee
The The President of the Republic of Vestina:
1. Appoints the Chairman and three members of the Central Election Committee of the Republic of Messina.
2. Approves the Regulations on the Central Election Committee.
3. Hears information from the Chairman of the Central Election Committee on the preparation of the scheduled republican referendum, elections of deputies of Parliament, governors and on the results of the referendum and elections.

CHAPTER 3. TERMINATION OF THE POWERS OF THE PRESIDENT OF THE REPUBLIC OF VESTINA
Article 12. The procedure for terminating the powers of the The President of the Republic of Vestina
The powers of the  President are terminated in the following cases:
1. The expiration of the term of office of the President.
2. Early release or dismissal from office.
3. The death of the President.
4. Voluntary resignation.

Article 13. The procedure for early release, removal from office of the President of the Republic of Vestina

1. The President may be prematurely dismissed from office by a decision of the Garacium in case of sustained inability to carry out duties for health reasons, as well as in case of voluntary resignation of the President.
Article 14. The procedure for the dismissal of the President of the Republic of Vestina
1. In the case of high treason, violation of constitutional provisions or other grave crime committed by a person acting as President, the President may be dismissed from office by a decision of the Presidium.
2. In order to make a decision on the dismissal of the President from office, the Chairman of the Garacium must hold a vote among deputies on this issue. The decision is considered to be taken in the direction of dismissal, in the case of more than half of the votes in favor. The decision is formalized by the Decree of the Garacium.
3. A repeat vote on the question of the President's removal from office is allowed only 4 months after the previous one.

CHAPTER 4. LEGAL ACTS OF THE PRESIDENT OF THE REPUBLIC OF VESTINA
Article 15. Types of acts issued by the President of the Republic of Vestina
1. The President of the Republic of Vestina issues Decrees and Orders.

Article 16. Legal regulation of the publication, registration, and execution of acts of the President of the Republic of the Vestina
1. The acts issued by the President are valid throughout the territory of the Republic of Vestina.
2. The issued acts are binding on all citizens and organizations of the Republic of Vestina.
3. The issued acts of the President are registered by the Governor's Office of Justice.
4. The rules of publication, publication, and registration of legal acts of the President are approved by the President by a special Provision.
5. The body for the preparation and publication of legal acts of the President is the State Legal Department of the President's Administration.

CHAPTER 5. SOCIAL GUARANTEES AND PROVISION OF THE PRESIDENT OF THE REPUBLIC OF VESTINA
Article 17. State support for the activities of the President of the Republic of Vestina
1. Provision, maintenance and protection of the President of the Republic of Vestina and his family are carried out at the expense of the republican budget.

Article 18. Salary of the President of the Republic of Vestina
1. The salary of the President of the Republic of Vestina is set at 500,000 zombaks per month.

Article 19. Pension provision of the ex-President of the Republic of Vestina
1. Persons who have the status of ex-Tsar of the Republic of Vestina receive a pension in the amount of 40% of the established salary of the Tsar.

Article 20. Vacation of the President of the Republic of Vestina
1. The President of the Republic of Vestina is granted an annual paid leave for a period of thirty-one calendar days.

Article 21. Protection of the President of the Republic of Vestina
1. The protection of the President of the Republic of Vestina is assigned to the appropriate division of the internal affairs bodies.
