We, the citizens of the Republic of Vestina, united not by territorial borders but by the unity of digital space, common goals, and the pursuit of technological progress, considering that the digital environment is a new sphere of human habitation requiring the protection of rights, freedoms, and individual dignity, mindful of our responsibility to future generations for maintaining the openness, security, and fairness of the global network, proclaim Vestina as an independent Digital State.

With faith in reason, progress, and harmony between man and technology, we establish this Basic Law of the Republic of Vestina.

CHAPTER 1. DECLARATION OF STATE SOVEREIGNTY OF THE DIGITAL STATE REPUBLIC OF VESTINA


CHAPTER 2. GENERAL PROVISIONS

Article 1. Name of the State:

  1. The official name of the state is the Digital State of the Republic of Vestina;

  2. The names "Digital State of the Republic of Vestina," "Republic of Vestina," and "Vestina" are equivalent.


Article 2. Status of the State and Basic Provisions of Activity

  1. The Republic of Vestina establishes itself as a sovereign, digital, free, unitary, legal, fair, socially oriented, secular state, independent of territorial affiliation and language barriers.

  2. The Digital State of the Republic of Vestina has a presidential form of government.

  3. State power in the country is unified. The Constitution has supreme legal force.

  4. Political and ideological diversity are recognized in the Republic of Vestina.

  5. Private and state property are equally recognized and protected in the Republic of Vestina.

  6. The state language is Russian. The English language has the status of an integration language.

  7. The national currency is the delmar ζ.

  8. The state symbols of the Republic of Vestina are the flag, coat of arms, and anthem. The text of the anthem is established in English.

    Unofficial performance of the anthem in Russian is permitted in an officially established translation.

Article 3. Supreme Values

  1. The supreme values of the Republic of Vestina are:

    - The individual, their life, rights and freedoms;

    - The rule of law;

    - Morality and justice;

    - The freedom of society and the state.

  2. The Constitution, the legislation of the Republic, and state bodies are obliged to protect the supreme values.


Article 4. Digital Citizenship of the Republic of Vestina. Rights of Citizens

  1. Citizenship of the Republic of Vestina is acquired and terminated in accordance with the Law “On Digital Citizenship of the Republic of Vestina”;

  2. In the Republic of Vestina, all citizens’ rights are equally recognized and protected. Every citizen has the right to independently defend their rights against violations and encroachments;

  3. All are equal before the law and the court;

  4. Human dignity is inviolable;

  5. Everyone has the right to life, inviolability of private life, personal and family secrecy, confidentiality of personal deposits and savings, privacy of correspondence and telephone conversations, as well as the protection of digital property;

  6. Freedom of speech is recognized in the Republic of Vestina. Censorship is prohibited;

  7. Everyone has the right to freedom of religion and conscience;

  8. A citizen has the right to vote and to be elected;

  9. A citizen has the right to access open information on the activities of state bodies and to participate in public oversight.


Article 5. Duties of Citizens of the Republic of Vestina

  1. The duties of a citizen of the Republic of Vestina arise from the moment of acquiring Vestinian citizenship;

  2. A citizen of the Republic of Vestina is obliged to:

    - Respect the rights and freedoms, as well as the lawful interests of other citizens of the Republic of Vestina;

    - Comply with the Constitution and the legislation of the Republic of Vestina.


Article 6. Guarantees of the Protection and Safeguarding of Citizens’ Rights and Freedoms

  1. The State guarantees the rights and freedoms of the citizen;

  2. The State bears full responsibility for the observance, обеспечение, and protection of the rights and freedoms of the citizen;

  3. The State guarantees the possibility of repealing a particular normative legal act if more than half of the citizens disagree with it.


CHAPTER 3. POWER, DEMOCRACY AND PUBLIC GOVERNANCESECTION I. State Power and Its Sources

Article 7. Source of State Power

The source of power in the Republic of Vestina is the people.


Article 8. Implementation of the Principle of Popular Sovereignty

  1. Every citizen has the right to participate in the governance of the state both directly and through their representatives;

  2. Popular sovereignty in the Republic of Vestina is exercised through participation in elections, referendums, interaction with state bodies, and participation in public oversight;

  3. Elections to state bodies, referendums, and other electoral processes are conducted exclusively using electronic technologies;

  4. Interference by state bodies and their representatives in electoral processes, as well as any form of pressure or coercion against citizens and officials of authorized electoral bodies, is prohibited.


Article 9. State Power

  1. State power in the Republic of Vestina is exercised through its division into the legislative, executive, and judicial branches;

  2. Legislative power is exercised by the Parliament — Garacium;

  3. Executive power is exercised by the Government of the Republic of Vestina;

  4. The Head of State does not belong to any of the three branches of power;

  5. State power bears full responsibility for the socio-economic, political, and other well-being of the Republic of Vestina and its people.


CHAPTER 4. STATE STRUCTURE OF THE REPUBLIC OF VESTINA

Section I. State Bodies and Their Powers

Article 10. President of the Republic of Vestina

  1. The President of the Republic of Vestina is the Head of State, its highest official, determining the main directions of the domestic and foreign policy of the state and representing the Republic of Vestina within the country and in international relations.

  2. The President of the Republic of Vestina is a symbol and guarantor of the unity of the people and state power, the inviolability of the Constitution, and the rights and freedoms of the individual and citizen.

  3. The President ensures the coordinated functioning of all branches of state power and their accountability.

  4. The President has the right to act on behalf of the people and the state;

  5. The election of the President is carried out in accordance with the constitutional law. The President is elected for a term of 5 years.

  6. A citizen of the Republic of Vestina who has reached the age of 30, has higher education, and is proficient in Russian or English may be elected President of the Republic of Vestina.

  7. The President of the Republic of Vestina has the right to initiate the adoption of normative legal acts or amendments thereto.

  8. The acts of the President of the Republic of Vestina are Decrees and Orders.

  9. The President of the Republic of Vestina independently appoints the Chief Governor, Governors, the Head of the Anti-Corruption Service, the Head of the Department for Civil Service Affairs, and staff of the Presidential Administration.

  10. In agreement with the Garacium, the President appoints the Chairperson of the Justiarum.

  11. The President has the right to apply to the Constitutional Arbitrum for official clarifications and interpretation of constitutional provisions.

  12. The President of the Republic of Vestina submits to the deputies of the Garacium a candidate for the position of Chairperson for voting.

  13. The authority to call referendums and elections in the Republic of Vestina belongs to the President.

Article 11. Government of the Republic of Vestina

  1. The Government exercises the executive power of the Republic of Vestina;

  2. The Government is formed by the President of the Republic of Vestina;

  3. The Government is headed by the Chief Governor;

  4. Members of the Government are the Governors, who head sectoral Governorates;

  5. The Government is accountable to the President;

  6. The Government has the right of legislative initiative.

Article 12. Garacium of the Republic of Vestina

  1. The highest representative body exercising legislative power in the Republic of Vestina is the Garacium;

  2. The Garacium is unicameral;

  3. The Garacium is a non-partisan Parliament;

  4. The Garacium consists of 25 deputies who are elected through self-nomination by direct popular vote;

  5. The term of office of the deputies of the Garacium is 5 years.

Article 13. Judicial Power

  1. Judicial power in the Republic of Vestina belongs exclusively to the courts and is exercised by them. The judicial system is unified.

  2. In administering justice, the court is subject only to the Constitution and the laws of the Republic of Vestina and is an independent body.

  3. Any interference in the activities of the court in the administration of justice is inadmissible and entails legal liability.
